No puedo dejar de comentar la columna de Claudia Palacios con su frase "paren de parir" y que el "gobierno debe hacer de control de natalidad en venezolanos una prioridad de su estrategia migratoria".
Una idea de esta naturaleza está sustentada en que la pobreza es culpa del pobre, la desgracia es culpa del desgraciado, la enfermedad del enfermo (¿por qué no dejaste de fumar? ¿por qué no hiciste ejercicio toda tu vida? ¿por qué siempre comiste tanta azúcar? ¿por qué tomaste siempre tanto alcohol? Por eso tienes cáncer, por eso tienes diabetes y obesidad y te falla el corazón. Es tu culpa).
Una propuesta semejante ignora, o no reconoce, que las decisiones son parcialmente individuales y que es el entorno el que determina en una gran medida las acciones que realizamos. Y que existen imposiciones sistémicas distribuidas en pequeñas porciones desde el día mismo que nacemos. Por eso hay tantos médicos que almuerzan con hamburguesa, tantos profesionales que van en carro al gimnasio y usan ascensor para el segundo piso y por eso, para algún sector, parece absurdo que hombres usen faldas, como cuando lo era que mujeres usaran pantalones. Porque estamos condicionados por el medio que nos crió, por el contexto en el que estuvimos. No somos completamente autónomos. Culpar al pobre de su pobreza es una consecuencia del capitalismo salvaje que premia al que elije como exitoso, como si se hubiese hecho a sí mismo, olvidando desde dónde empezó, y que oprime al que considera fracasado, ignorando de todo lo que ha carecido. Cuando la evidencia es clara que la línea base, que el punto de partida, es la característica determinante del futuro. Probablemente de la que ha sido beneficiaria Claudia Palacios con sus estudios, su bilingüismo, su medicina prepagada.
La columnista además cita al Banco Mundial diciendo que esta institución recomienda el acceso a métodos anticonceptivos. Por supuesto que es una recomendación razonable. Lo absurdo es asociar esto con “paren de parir”. Una cosa es el acceso a servicios reproductivos y otra muy distinta la coerción para el Control Natal.
Uno, porque interfiere con el derecho de toda persona de tener los hijxs que desee. A la libertad reproductiva de las personas así sean pobres. ¿Acaso los pobres no deben tener hijxs?
Dos, porque ya se ha hecho antes para reducir el ritmo de nacimientos en grupos poblaciones que se han estimado como inconvenientes: indígenas, pobres, castas indeseables, judíxs, migrantes. Es un abuso del que asume que tiene el derecho de elegir qué tipo de población tiene el derecho y debe reproducirse.
Tres, porque hay un sesgo de género. Los programas de control de nacimientos están dirigidos a las mujeres y son ellas las que deben llevar la peor carga. Llevan a entender la fertilidad de la mujer como un peligro. Sin mencionar, que estos programas aumentan notablemente la probabilidad de abortos ilegales, en consecuencia, de muertes maternas.
Por otro, la presión financiera del sistema no se debe únicamente al aumento de la demanda de servicios reproductivos y en general no es la presión desde la demanda la que eleva notablemente el gasto en salud. De hecho, es la presión desde la oferta la que lo eleva: la innovación en medicamentos, vacunas y dispositivos médicos -y demás tecnologías en salud-. Hay que anotar, además, que la mayor cantidad de los servicios los usan personas mayores de 60 años. Vamos a ver si Claudia considera también conveniente retirarle servicios a estas personas incluyendo a su mamá y papá. ¿También las pensiones?
Son aquellxs que poseen los medios, la riqueza, la educación, quienes retienen los recursos que podrían distribuirse y emplearse en mejores condiciones para los pobres. Si ya estuviste en la universidad y tienes un posgrado, si ya tienes tu carro, vives en casa propia, si has viajado fuera del país, si tienes prima y cesantías y compras ropa más de una vez al año, y pagas plan de celular y vas a restaurantes: ya eres rico. ¿Destinarás algo de tus recursos?
¿Nos hemos olvidado que también ha habido, o que hay o que habrán migrantes colombianos pobres en Venezuela, en Estados Unidos, en España y en Argentina, entre otros tantos? ¿Estaría Claudia Palacios a favor de solicitar control de esos gobiernos a las tasas de natalidad de los colombianos en estos países? Su problema no son los migrantes por ser migrantes, sino los migrantes que son pobres. En ese caso, seguro propondría lo mismo en el Chocó, en la Guajira y al 40% de la población colombiana en situación de pobreza. Y ya, entrado en gastos, al 50% de la población mundial que son los que reciben menos de 5.5 dólares persona.día. Porque la pobreza, según ella, es culpa del pobre. Y ella, claro, no es culpable sino víctima.

Blaming the poor for their poverty is a consequence of savage capitalism that rewards the one he/she chooses as successful, as if he/she had done it him/herself, forgetting where he/she started from, and oppresses the one he/she considers a failure, ignoring everything he/she has lacked. When the evidence is clear that the baseline, which is the starting point, is the determining characteristic of the future. Probably the one that has benefited Claudia Palacios with her studies, her bilingualism, her prepaid medicine.
The columnist also quotes the World Bank saying that this institution recommends access to contraceptive methods. Of course it is a reasonable recommendation. The absurd thing is to associate this with "stop giving birth". One thing is access to reproductive services and another very different coercion for birth control.
One, because it interferes with the right of every person to have the children they want. To the reproductive freedom of people, even if they are poor. Should not the poor have children?
Two, because it has already been done before to reduce the rate of births in population groups that have been estimated as inconvinient: indigenous, poor, undesirable castes, Jews, migrants. It should also be noted that the greatest number of services are used by people over 60 years. Let's see if Claudia also considers convenient to withdraw services to these people including her mom and dad. Also pensions?
Those who have the means, the wealth and the education, who retain the resources that could be distributed and used in better conditions for the poor. Migrants are not a problem to her because they are migrants, but only migrants who are poor. In that case, she would surely propose the same in Chocó, in La Guajira and 40% of the Colombian population living in poverty.
